A note on LMG and SITF

How the nuclear industry ensures best practice in the safe and effective management of its radioactive liabilities

The Liabilities Management Group (LMG) was created by DTI in 1995 with the
aim of improving the performance of managing and discharging liabilities on
nuclear licenced sites in the public sector. In this context liabilities
refers to the legacy (past, present, and future) of radioactive waste and
decommissioning from nuclear research, weapons production and electricity
production which will have to be safely managed, treated and ultimately
disposed over very long timescales.

At the time of the creation of LMG, member organisations included Scottish
Nuclear and Nuclear Electric (subsequently merged into British Energy who
moved into the private sector in 1996), BNFL and Magnox Electric
(subsequently integrated into BNFL in 1998), UKAEA, and MoD sites such as
Aldermaston. The LMG spawned 4 task forces on:

SAFEGROUNDS is one of the projects sponsored by the Safety Issues Task
Force (SITF) whose purpose is to address safety, environmental and
regulatory issues that could influence efficient liabilities management or
decommissioning activities by:

All the main nuclear liability management holders are represented on SITF
(currently BNFL, UKAEA, AWE and British Energy) by members consisting of
'Practitioners', (i.e. involved liabilities strategies, decommissioning and
waste management activities) and 'Health Safety & Environment Managers'
with a focus on liability discharge. The members are in a position of
influence within their organisation and to speak for their organisation as
a whole. This representation includes DTI.

The SITF has proved a useful opportunity for exchange of experience and
ideas within the industry, whilst the following issues have or are been
addressed through specific projects including:

In addition SITF have made government departments aware of legal and policy
issues which pose potential barriers to safe and effective management of
liabilities on nuclear licenced sites.
