New radioactive contaminated land regulation -

New Contaminated Land Regulations came into force on 10th December 2007 for England, Wales, Scotland and Northern Ireland which amend earlier regulations for non-nuclear radioactive contamination by extending their scope to include all types of radioactivity including contamination caused by nuclear occurrences.

SAFEGROUNDS consultation workshop – 6th November 2007

On the 6th November 2007 SAFEGROUNDS will be holding a consultation workshop to provide stakeholders with the opportunity to contribute towards the development of the following SAFEGROUNDS guidance documents:

• Guidance for the management of contaminated land on nuclear and defence sites (LMG for short), Version 2
• Guidance for site characterisation, Version 2
• NEW Guide to the comparison of land management options
• NEW Citizen’s guide to the management of contaminated land on nuclear and defence sites

The workshop will provide a wide range of stakeholders (inc. site owners, site operators, regulators, NGOs, community based organisations, contractors and consultants and academics) with the opportunity to discuss the key issues raised by the guidance and to contribute their knowledge and lessons from their experience.

Become a SAFEGROUNDS network member

The SAFEGROUNDS Learning Network is a forum for developing and disseminating good practice guidance on the management of radioactively and chemically contaminated land on nuclear and defence sites in the UK.

CIRIA produces an e-newsletter three times a year to update all stakeholders on any developments with the SAFEGROUNDS Learning Network. Individuals who are interested in the work of SAFEGROUNDS can sign up as a network member.

Consultations on the first drafts of LMGv2, Citizens’ Guide and Guide to Options Comparison

Consultations on the first full drafts of the revised SAFEGROUNDS Land Management Guidance (LMGv2), the new SAFEGROUNDS Citizens’ Guide and the new SAFEGROUNDS Guide to Options Comparison will be open until 24th October 2007.

The first full drafts have been prepared in the light of comments provided during earlier rounds of consultation on the scope and outline contents of the documents. At this key first draft stage we are keen to draw in as much experience and knowledge as possible to ensure that key issues are addressed appropriately and the documents are focused on the needs of users, both in content and style.

NEW record keeping guidance launched

New guidance from the SAFEGROUNDS Learning Network on land quality records management is now available to download free on the SAFEGROUNDS website.

Record keeping is one of the SAFEGROUNDS five key principles for the management of contaminated land on nuclear and defence sites. This guidance document has been produced to address the need for clarity on the drivers for land quality records management and to provide practical guidance on the land quality information that should be recorded, the form in which this information should be kept and how record keeping systems should be structured and maintained.

Updated regulatory framework paper and a new regulatory framework area of the website

The SAFEGROUNDS regulatory framework paper has been updated to reflect developments over the period from September 2005 to August 2007. The paper provides a factual summary of the key features of the UK regulatory framework for the management of contaminated land on nuclear-licensed sites and defence sites.

To facilitate access to the information contained in the paper, a new regulatory framework area has been created on the SAFEGROUNDS website. Summary information is provided on:

• principle regulators
• legislation
• definitions
• government and regulatory guidance

Site Characterisation - now closed

You are invited to review and comment on the outline contents of the first version of the SAFEGROUNDS Guidance for site characterisation.

The site characterisation guidance requires revision because it predates the primary SAFEGROUNDS Land Management Guidance (LMG) and its supporting documents, and is not entirely consistent with them. The overall aim is to recast this guidance on site characterisation as a, largely technical, supporting document to LMGv2.

SAFEGROUNDS with SD:SPUR conference – Presentations

On 12 and 13 March 07, SAFEGROUNDS and SD:SPUR Learning Networks held a conference covering the management of contaminated land and decommissioning wastes on nuclear and defence sites. Presentations were given on experiences from sites, the management options available to operators and the latest developments in regulatory and policy frameworks. The underlying themes were the benefits of building stakeholder relationships, effective supply chains and cultures of good practice.

Phil Davies of the Nuclear Decommissioning Authority opened the conference with a keynote address on the scale of the challenges facing sites. Other features included a conference dinner where Professor Gordon MacKerron of CORWM delivered a talk on the long-term benefits of building stakeholder relationships. There was also a suppliers’ exhibition and plenty of networking opportunities with people from all perspectives.

LMG v2 consultation now closed

You are invited to review and comment on the outline contents of the second version of the SAFEGROUNDS Guidance on the Management of Contaminated Land on Nuclear and Defence sites (LMG v2).

The first version of the SAFEGROUNDS guidance on the management of contaminated land on nuclear and defence sites (LMGv1) was issued in 2002. It was intended to be a ‘living document’ that would be revised in the light of technical, regulatory and organisational developments, and of experience in its use. It is expected that the second version of the guidance (LMGv2) will be issued in mid-2008.

The new version of the guidance will take into account developments to date, for example, the establishment of the Nuclear Decommissioning Authority (NDA) and the Health and Safety Executive’s (HSE’s) 2005 policy statement on the criterion for delicensing nuclear sites. Comparison of land management options: consultation now closed

You are invited to review and comment on the outline contents of the SAFEGROUNDS Guide to the Comparison of Land Management Options on Radioactively Contaminated Sites.

Many users of the SAFEGROUNDS guidance have commented that more detailed advice on comparing options for the management of radioactively contaminated land would be helpful. Rather than providing an analysis of alternative approaches in the main Land Management Guidance (LMG), this will be addressed in a new document.

The guide to the comparison of land management options on radioactively contaminated sites is intended to provide helpful and practical advice on methods for comparing land management options. It will recognise that different situations demand differing levels of rigour, detail and stakeholder involvement, and will describe a range of approaches that represent good practice.

Update on RCLEA

The ‘Radioactively Contaminated Land Exposure Assessment’ methodology (RCLEA) is Defra's recommended approach for the first stage of a tiered approach to screening radioactively contaminated land under the extension of the Part 2A regime.

The suite of documentation describing the RCLEA methodology has been finalised and can be downloaded from below:

Queries and comments from users concerning these three publications can be raised on a dedicated website about RCLEA. www.rclea.info

This website has been developed to help track any problems with the RCLEA software. It allows users to submit comments on any bugs or ways to improve the software so the developers, Quintessa, can update accordingly.

Last chance to comment

The deadline for the consultation on the scope, function and form of three key SAFEGROUNDS documents has been extended to Thursday 11 January 2007.

The SAFEGROUNDS project to produce a suite of revised and new guidance documents on the management of contaminated land began in September 2006 and will end in May 2008.  At various stages in the project there will be consultations on the scope, function and form of guidance documents, on their outline contents and on full drafts.

The current round of consultation is about the scope, function and form of the main land management guidance (LMGv2), the citizens’ guide and the guidance on option comparisons. There is one consultation paper for each of these documents. CIRIA invites you to take part in this consultation by responding to the online questions for each consultation.

New project launched

The Environment Agency is supporting the development of a ‘regulatory framework’ section on the SAFEGROUNDS website. This will contain a summary of the UK regulatory framework for radioactively contaminated land, summaries of key documents and copies of these documents or links to websites from which they can be downloaded easily. This is currently under development and should go live in March 2007.
